Major Challenges:
The reconstruction of the Ludza transit section of the A12 National Main Road became one of the most technologically complex road construction projects in the Latgale region in recent years. Although the reconstructed section was only 4.2 km long, several different construction scenarios were implemented simultaneously, including full reconstruction of the road structure, pavement strengthening, replacement of weak subgrade soils (at depths of 4–5 m), reconstruction of a traffic junction, installation of deep underground utilities, and traffic management under heavy traffic conditions without diverting vehicles via alternative routes.
The complexity of the project was reflected not only in the scope of works but also in the need to carry out construction while maintaining uninterrupted traffic flow, addressing geotechnical challenges associated with weak bearing-capacity soils, and overcoming hydrogeological difficulties caused by the exceptionally rainy summer of 2025.
The contractual completion period was 190 days. All works were completed within the specified deadline and to the required quality standards.
Main Works Performed:
Demolition of existing structures; asphalt pavement milling; tree and forest clearing; cutting of shrubs and branches; excavation and cleaning of drainage ditches; construction, rehabilitation, and replacement of culverts; earthworks; replacement of weak bearing-capacity soils; construction, rehabilitation, and replacement of drainage collectors and drainage systems; landscaping and stabilization of slopes and drainage channels; construction of unbound base layers; construction of unbound granular base courses; shoulder filling, grading, and compaction; installation of concrete block paving; construction of asphalt concrete and stone mastic asphalt layers; installation of kerbs; installation of traffic equipment; installation, replacement, and rehabilitation of safety barriers; road markings; construction of stormwater drainage networks; water supply and sewerage works; power supply, street lighting, and external utility networks; Latvian Railways utility networks; and external district heating networks.
